Thank you very much for your continued use of Otaru Tenguyama Ropeway and Ski Resort and for your understanding of our business.

During the 2024-2025 season, many domestic and international tourists visited the site due to its role as a filming location for movies and dramas, and although the number of people transported increased by more than 40% compared to the previous year, we were able to complete the season without any major problems as we took all possible precautions for inspection, maintenance, and operation management. We would like to express our deepest gratitude to our customers and everyone involved.

Our company promotes its business with the vision of providing "safety," "impression," "joy," and "wonderful memories" to our customers through our business. Above all, we believe that ensuring transportation safety is the core of our management, and have established a basic policy of "thoroughly implementing safety measures and maintaining zero cableway accidents" as our top priority goal, and have strived to ensure safe transportation.

We will continue to work together as a team, including top management and employees, to maintain a safety system that will ensure the safety of transportation and ensure our customers' enjoyment and satisfaction.We appreciate your continued patronage of our ropeway and ski resort.

Basic policy for ensuring transportation safety

Our cableway business strives to establish a system that allows us to carry out business activities with an awareness of safety first. The basic safety policy (basic safety philosophy, safety policy) regarding the safety of the president, officers, and employees is as follows.

(1) We will work together to ensure transportation safety.
(2) We will thoroughly understand and comply with laws and related regulations related to transportation safety, and perform our duties strictly and faithfully.
(3) Always strive to understand the situation regarding transportation safety.
(4) When performing our duties, we will strive to thoroughly check without relying on guesswork, and when there is any doubt, we will take the safest and most appropriate measures.
(5) When an accident or disaster occurs, we will prioritize saving lives and take prompt, safe and appropriate measures.
(6) We will convey information promptly, accurately, and ensure transparency.
(7) Always be aware of issues and boldly take on the challenge of necessary changes.

◎The above basic safety policy (safety confirmation, safety policy) is attached to the pamphlet "Transporting Passengers Safely" (published by the Japan Steel Cable Association), which is carried by all employees involved in cableway operation, and is implemented in a visible manner at all times.

Business implementation and management systems and methods to ensure transportation safety

1.The president has ultimate responsibility for ensuring transportation safety.
2. The president and officers shall establish a system for implementing and managing the cableway business to ensure transportation safety, and determine methods for implementing and managing the cableway business.
3. When carrying out the cableway business, the president and officers shall have the persons listed in the following article and other necessary responsible persons conduct verification from the perspective of safety and feasibility in formulating necessary plans for equipment, operation, personnel, investment, budget, and other matters.
4.In order to ensure transportation safety, the president and executives will monitor the status of the implementation and management of the cableway business and make necessary improvements.
5. The president and officers shall respect the opinions of the safety general manager in carrying out his/her duties when deciding on improvement measures to ensure transportation safety.
6. The president and officers shall thoroughly inform employees, etc. of the establishment of an accident control headquarters, the person in charge, the response method, and other necessary matters, depending on the scale and content of accidents, situations with the risk of accidents, disasters, and other situations that may impede ensuring transportation safety.

(Safety management organizational structure)

The system for ensuring safety in our company's cableway business is as follows, and the roles and authority of each person in charge are as listed below.

(A) Safety general manager: Oversees operations related to ensuring transportation safety in the cableway business. The general affairs manager supervises operations related to capital investment, human resources, and finance necessary to ensure cableway safety.

(a) Cableway technical manager: Under the direction of the safety general manager, oversees operations related to cableway operation, maintenance of cableway facilities, and other technical matters.

(C) Cableway technical manager: Under the direction of the cableway technical manager, assists in the work performed by the cableway technical manager.

(d) General Affairs Manager: Oversees operations related to capital investment, human resources, and finance necessary to ensure cableway safety.

(Responsibilities of safety supervisor)

The safety supervisor has the following responsibilities regarding ensuring transportation safety.

(1) Oversee the implementation and administration of transportation operations with safety as the top priority.

(2) Encourage employees, etc. to comply with relevant laws and regulations and to be conscious of putting safety first.

(3) Confirm the status of implementation and management of transportation operations from time to time, and take necessary improvement measures.

(4) Participate in important decisions regarding business operations related to ensuring transportation safety, and provide necessary opinions to the president, executives, and other necessary personnel regarding ensuring transportation safety in order to carry out their duties.

(5) Regarding ensuring transportation safety, collect necessary information such as accidents and disasters, disseminate this to cableway technical managers and other necessary responsible persons, and give necessary instructions.

Efforts to ensure transportation safety

1. About in-house training At Otaru Tenguyama Ropeway Ski Resort, we conduct "pre-cableway safety training" for all employees regarding safe operation.

As a response to emergencies, we conduct rescue training and standby engine operation training jointly with the Otaru City Fire Department during the cableway employee training course.

3. Regarding cableway equipment maintenance

At our company, our employees actively participate in necessary technical training sessions and strive to improve their skills.

About inspection

Before operating the cableway, we conducted a maintenance inspection in accordance with laws and regulations, and after confirming that there were no problems with operation, we began operating the cableway. In addition, we carry out periodic inspections (1 month, 3 months, 12 months, and extraordinary inspections) based on related laws and regulations and the "Maintenance Regulations."

About cableway safety audit

The cableway safety audit conducted by the Hokkaido Transport Bureau Railway Department on September 26, 2020 issued instructions for improvement regarding the following matters.

1. Improvement instructions
Take necessary measures to ensure that inspection results are recorded based on the maintenance regulations for double-track ordinary cableways and the maintenance regulations for single-track fixed circulation special cableways.

2. Improvement measures and measures to prevent recurrence
The maintenance bylaws and inspection record book were compared and the missing items were examined before being revised. When reviewing the maintenance bylaws and inspection record book as a measure to prevent recurrence, both the technical manager and the technical manager confirmed the consistency between the maintenance bylaws, the inspection record book, and the inspection items, and multiple people, including the technical manager and technical manager, checked for any omissions in the records and saved them.

This improvement instruction was reported to the Hokkaido Transport Bureau Railway Department on November 1, 2020, and approval was obtained.
